From folklore to rain dances, hail shooting to cloud seeding, humans have a perennial desire to control the weather. While effects of weather modification are inconclusive, currently, over 50 countries have some form of weather modification programs. As climate change and water scarcity become imminent, some scientists and politicians believe geoengineering is inevitable.
On September 2, 2019, at Governors Island, Popeye — an interactive machine carrying “rain-making bacteria” Pseudomonas syringae will be launched into the air. A public vote will determine if the bacteria should be released. Visitors will join artist Winnie Yoe and tech collaborator Rui An in the participatory performance, vote and discuss the implications of modern weather modification technologies
